It's very difficult to say. What's been considered good rap has changed just about every decade the genre has existed. Impossiible to say a best but my favorite current rapper is Lupe Fiasco.

All-time might be ODB. Some others I think that should be mentioned are Busdriver, Wheelie Cyberman, Del tha Funkee Homosapien, and Eminem's earlier work of course.

I'd have to agree about Lupe Fiasco; he's awesome definitely the best rapper out at the moment.
