Actually, a few of these ramps (numbers 3, 5 and maybe 11) aren't for wheelchair use. They're for bicycles. The person is supposed to walk down the stairs normally, guiding their bike down the ramp. That's why the ramps are built on top of the steps, and why the ramps are so steep -it's presumed that the bike's owner (on foot) will control the speed of his bike. You're NOT supposed to ride the bike (or wheelchair) down the ramp.
